The collection contains correspondence, reports, newspaper and magazine articles, and ephemera. Gillis served as the Director of the State Highway Board for much of the 1950s and 1960s, helping to create the state's modern road system. He was also the manager of Ernest Vandiver's successful 1958 gubernatorial campaign, the chairman of the State Democratic Executive Committee in 1939-1941, and a major figure in the early history of Treutlen County. The collection is of interest to those studying highways and Georgia politics, especially in the late 1930s and during the Herman Talmadge administration (1948-1955), as well as the Vandiver campaign and disputes over highway construction in the late 1960s.

Bob Short is a journalist and writer who has been closely involved with Georgia politics since the 1950s. The audiovisual materials in his collection include films documenting Marvin Griffin's tenure as governor in the 1950s, Griffin's 1962 gubernatorial campaign against Carl Sanders, recordings documenting the States' Rights Councin in Georgia in the 1950s, and "A Visit with the Governor," a series of weekly addresses by then-Gov. Jimmy Carter that were recorded for broadcast in 1973-75.
